They are spawned in certain locations in Fellhollow, these locations are:

In another willow tree grove in Silverthorn Keep.
Most eastern part of Silverthorn Keep, where a purification pool is located when heading into the keep.

These enemies currently are the longest enemy types to respawn, taking ten in-game days to respawn.
